As member units of the special rectification leading group, Yanchang Petroleum Sales Company and Yanchang Petroleum Oilfield Company are deeply involved in the implementation of the "Work Plan for the Special Rectification of the Operating Order of the Refined Oil Market in the Yan'an Region," focusing on three key areas: illegal operation and storage, irregular transportation and distribution, and the control of bulk hazardous chemicals, and promoting a new model of police-enterprise coordinated market governance.
At present, illegal activities in the refined oil sector are becoming more concealed and intelligent, and traditional governance models are facing new challenges. To this end, Yanchang Petroleum has taken the initiative to change its approach, leveraging the company's advantages in front-line market resources, connecting with the Energy Public Security Bureau of the Yan'an Municipal Public Security Bureau, and conducting multiple rounds of consultation and discussion around clue gathering, joint verification, and risk prevention and control, striving to build a new police-enterprise joint action mechanism featuring information sharing, clue exchange, joint inspections, and incentive guarantees.
During the pilot process, Yanchang Petroleum Sales Company and Yanchang Petroleum Oilfield Company, relying on their unique advantages of broad network coverage and direct front-line market presence, implemented grid-based inspections and a closed-loop clue reporting mechanism, and selected business backbone personnel to cooperate with public security departments in joint law enforcement, evidence fixation, and the disposal of involved materials; at the same time, they strengthened full-chain management and control of oil depots, gas stations, and oil product transportation, carried out practical training and legal education and warning education for employees, and safeguarded regional energy security through the exemplary role of their own compliant operations.
It is understood that in September this year, the government-enterprise cooperation pilot of the Yulin working group was launched first, and Yan'an and Yulin will establish a cross-regional normalized linkage mechanism, strengthen information exchange and mutual learning of experience, and explore and form a replicable and promotable model of police-enterprise and government-enterprise coordinated governance.
